Office Information

The Heritage Ranch Community Services District Provides water and sewer services to the residents of Heritage Ranch. The District office is located at 4870 Heritage Road, Paso Robles CA 93446. District office hours are Monday through Friday from 7:30 am to 4:00 pm. There is a District employee on call for any water or sewer emergencies after regular business hours.  The Board of Directors meet monthly on the third Thursday at 4:00 pm.

Other Services

The District operates a household hazardous waste collection service for San Luis Obispo County. The facility is located in the District's maintenance yard. Household hazardous waste may be dropped off every Friday from 1:00 pm to 3:00 pm.  For information on how to dispose of hazardous waste properly, click here

Billing

Accounts are billed based on a two-month billing cycle with the billing cycle dates depending upon the service address.

Current Billing Charges

The minimum single-family residential home (bi-monthly) bill for Community Services District utilities is $84.05.  This is based on a bi-monthly use of 4 units (2,992 gallons of water)  One unit of water = 100 cubic feet or 748 gallons. The water portion of this bill is $38.88 and additional charges will be based on water usage.  Each unit of water used over 38 is $2.64 a unit and anything over 42 is $3.30 a unit .  The sewer portion of this bill is $45.17.

Due Date of Payments

All bills are due and payable upon receipt. Any bill not paid by 4:00 pm on the specified due date will be considered delinquent.

Payment Methods

We accept Checks, Money Orders, Cash, Visa or MC Credit/Debit cards.  Payments may be made by mail, in person at the District office, by deposit in the drop box located outside the District office (yellow tube), by phoning in with a credit card (Visa or MasterCard only) or by automatic payment service (ACH). Auto pay is available if you prefer to have your utility payment amount automatically deducted from your bank account.  Authorization forms are available at the District office, or you can download and print the form by clicking the link below. Complete the form and submit it to the District office. If electing to auto pay via bank account, please attach a voided check to application. Please allow at least two billing cycles to take affect.  Once established, your bill will indicate, "DO NOT PAY - PAID BY DRAFT". The amount due will be deducted on the 15th of the month your bill is due.

Late Notices

Accounts are overdue if not paid in full by 4:00 pm on the 25th day following the months in which the service was provided. Accounts will be assessed a 10% penalty on the overdue balance if not paid by the due date.

Disconnect & Reconnect Fee

If an account is not paid by the due date on the Late Notice, a notice will be placed at the property 48 hours before the utilities are disconnected.  Accounts not paid within 48 hours from the date/time of the notice will be locked off.  Postmarks are not accepted. A reconnect fee will be added to account balances at the time of reconnection.  An additional call out fee will be added to account balances that are reconnected before or after regular business hours. 
 

Returned Checks

Any returned utility payments must be replaced with cash, money order or a credit card.  A fee will be added to all returned payments.  This fee is increased based on your number of offenses.

Non-Delivery of Bill

Late or non-delivery of utility bills by the post office does not void the utility billing and payment policies. If the post office has not delivered your bill by the end of the month, please contact the District office at (805) 227-6230.

New Accounts

A transfer fee, currently in the amount of $25 will be required in advance in order to establish service by the owner.  This is a non-refundable, onetime fee.  You may download and print the service application below.

Owners' Responsibility

The property owner shall be solely responsible and liable for the payment of all District rates, charges and fees, even if the property is occupied by a tenant.

Solid Waste

San Miguel Garbage Company, Inc. will supply waste wheeler containers to all residential customers and provide weekly pickup of recyclables, green waste, and solid waste. San Miguel Garbage Company, Inc. will bill all customers monthly. The current policy requires mandatory weekly service for all developed parcels that are connected to the public water system.
